Seminar on Research and Development Strategies for Analytical Instruments and Devices Held in Jiangyan, Jiangsu Clicks: 37 Publication Date: December 6, 2007 Seminar on Research and Development Strategies for Analytical Instruments and Devices Held in Jiangyan, Jiangsu From September 21 to 23, 2007, the “2007 Seminar on Research and Development Strategies for Analytical Instruments and Devices” was held in Jiangyan City, Jiangsu Province. It was organized by the Chemistry Department of the National Natural Science Foundation of China, hosted by the Department of Chemistry at East China Normal University, and co-organized by Jiangsu Jiangfen Electrical Analytical Instruments Company. This conference aims to discuss the current development status and emerging trends in analytical instruments and devices, as well as to hear the suggestions of participants regarding the application and funding policies for the Instrumentation Special Fund of the National Natural Science Foundation. The opening ceremony of the conference was presided over by Professor Zhuang Qiankun, Director of the Analytical Chemistry discipline under the National Natural Science Foundation of China. **Liang Wenping, director of the Chemistry Department of the National Natural Science Foundation, first spoke on issues such as the development, current status, and importance of analytical chemistry in China. He also emphasized that the advancement of scientific instruments plays a crucial role in areas such as **safety and food safety, and that scientists must possess a strong sense of responsibility and mission. Mr. Gao Jiming from the Jiangyan Municipal Party Committee extended his congratulations on the holding of the conference and gave a warm welcome to the delegates. He also briefly outlined Jiangyan City’s vision for developing the city through science, education, and cooperation in an open and collaborative environment. Academician Chen Hongyuan was invited to deliver a keynote speech at the conference: Fundamental research on scientific instruments and devices is the cradle of original innovation. Also attending the conference were experts and professors from various universities and research institutions across the country who are engaged in research on analytical instruments. The seminar was held in a lively atmosphere, with delegates actively sharing their insightful opinions on the theme. It was unanimously agreed that: 1. Over the past few years, with the support of **relevant departments, especially the National Natural Science Foundation of China, Chinese analytical chemists have worked hard and diligently; significant progress has been made in the development of analytical instrumentation as well as in the building of a strong professional team, which has made positive contributions to **economic development. In future scientific research, policies should be established to encourage the development and production of innovative scientific instruments, along with increased funding from various sources ; 2. Due to the technical and environmental barriers encountered since China’s accession to the WTO, the issues related to environmental protection and doping testing for the 2008 Olympics, food safety problems, as well as various challenges in bioinformatics research, analytical instruments are currently facing extremely severe challenges, but at the same time they also have some very valuable opportunities ; 3. During the research and development of analytical instruments, emphasis should be placed on fundamental research, and the \"hollowing out\" of scientific research must be overcome” ; To revitalize our country’s analytical instrument industry, it is strategically essential to rely on independent innovation in order to achieve leapfrog development. It is certainly necessary to introduce advanced technologies, but the goal is to better absorb and re-create them in order to achieve faster progress, rather than following the old path of introduction – backwardness – further introduction – even greater backwardness. The route of copying instruments also won’t work, and even if it succeeds, it will be difficult to gain acceptance in the market ; 4. The research and development of analytical instruments should be market-oriented, with enterprises as the main actors, following a path of technological innovation that integrates production, education, and research. Many innovative achievements from research departments, after undergoing evaluation or being published in papers, fail to be commercialized due to various reasons such as a lack of funding for industrialization, information asymmetry, and companies’ eagerness for quick profits. On the one hand, it is necessary to increase support for research in analytical instruments; on the other hand, it is important to establish, from a strategic perspective, the leading role of enterprises in the integration of industry, academia, and research. By formulating relevant policies, these enterprises can be supported to grow stronger and take the lead in advancing China’s scientific instrument sector ; 5. Pay attention to and strengthen the training of talent in the field of analytical instruments. The talent required for research and industry in analytical instruments demands not only solid fundamental knowledge but also broad interdisciplinary expertise, which must be developed through specialized training. Yet, even after several years working in analysis instrument companies, college graduates are still unable to take on independent responsibilities. This situation must change as soon as possible. To develop our country’s independent analytical instrument industry, it is necessary to plan the academic structure reasonably and strengthen the training of professionals with relevant skills. The talent that is trained must be retained. Only by creating a favorable environment for the development of the analytical instrument industry across the country can we truly gain an advantage in cultivating and retaining talent as well as attracting foreign experts.
