In terms of ethylene, SEI Design Institute is among the best in the country; it is capable of carrying out PMC project management, and its work is conducted with great rigor and professionalism； 2. HQCEC Design Institute is now a design institute affiliated with CNPC; it has solid technical capabilities, is particularly strong in PP projects, though its work style is average. Nevertheless, its overall strength ranks it among the top institutions in China ； 3. The Luoyang branch of the Second Hospital is strong in gasification ； 4. What about CNPC Fushun Design Institute?

The preferred options for oil refining are SEI and LPEC (Luoyang Institute). I’ve never heard of any global oil refining operations. Those with strong overall capabilities are still SEI, LPEC, Chengda, and Huanyu. The rest are just average.
