Official test reports are issued by the Product Quality and Technical Inspection Institutes under the Bureau of Quality and Technical Supervision. However, for petroleum products, such tests are usually carried out by the quality control departments of local refineries. Some research institutions can also conduct such tests; there are many such institutions in Beijing, with the China Petroleum Research Institute being the most authoritative one.
However, the Institute of Rock Sciences can only provide some specifications of the product; they do not issue a formal product quality inspection report
I wonder if a quality report issued by some department for the product could prove that this oil is qualified diesel and can be sold on the market
