**Notice from the National Development and Reform Commission on Issuing the List of Coal Mining Areas Approved for Development (2007 Edition) To the development and reform commissions, economic and trade commissions (industrial commissions, industrial bureaus), and coal bureaus (industry bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; to Shenhua Group Company, China National Coal Energy Group Company; to the China Coal Industry Association, China International Engineering Consulting Corporation, China Coal Industry Development Research Center, CIC Consulting Co., Ltd.; and to the relevant coal mine design and research institutes: In order to strengthen macro-control over coal production, protect and develop coal resources in a rational manner, and further regulate the order of coal development, in accordance with the provisions of the “Decision of the State Council on Reforms to the Investment System” (State Council Document No. 20), the “Notice of the General Office of the State Council on Strengthening and Regulating the Management of New Projects” (General Office Document No. 64), and the “Interim Provisions on the Approval of Enterprise Investment Projects” (Order No. 19 issued by the National Development and Reform Commission), the List of Coal Mining Areas Approved for Development (2007 Edition) is hereby issued to you. The coal mine projects listed in this directory shall be approved by the National Development and Reform Commission or authorized to be approved by the provincial development and reform commissions. Regarding the management of other coal-related capital construction projects, the relevant provisions in the “Notice of the **Development and Reform Commission on Strengthening the Management of Coal-Related Capital Construction Projects” (Document No. FGNY 2605) and the “Notice of the **Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Construction, the **State Administration of Work Safety, and the **Coal Mine Safety Supervision Bureau on Strengthening the Management of Coal Mine Construction Projects” (Document No. FGNY 1039) shall still be implemented.
