Do non-metallic storage tanks and pipelines require lightning protection and static grounding?
This still depends on the properties and hazards of the substance being stored. For example, 1) storage tanks for flammable non-metallic liquids should be equipped with separate lightning rods to prevent direct lightning strikes; in addition, measures against induced lightning are also necessary. The impulse grounding resistance of the lightning rods should not exceed 30. 2) When the oil loading flexible hose is a non-metallic hose, a conductive, oil-resistant rubber hose should be used. If a regular oil-resistant rubber hose is used, soft copper wire with a diameter of not less than 2 mm should be wrapped around its outer surface to connect it to the pipe ends and the piping, thereby providing grounding through the piping.
Since non-metallic storage tanks are non-conductive (except for graphite containers), static electricity tends to accumulate, so storage tanks for flammable liquids should preferably be made of steel (metallic) tanks. Only steel storage tanks benefit from lightning and static electricity protection grounding; for non-metallic storage tanks, grounding can only be achieved through shielding, that is, the non-metallic structure is covered with conductive materials and then those protective materials are grounded. If this device is at risk of being struck by lightning, lightning protection facilities must be installed in accordance with the building lightning protection design codes. If the medium is not flammable or explosive, there is no need to install anti-static facilities.

In the Huangdao oil depot, it was the non-metallic storage tanks that caught fire due to lightning strikes back then; nowadays, such tanks are hardly built anymore, mainly because of serious problems with lightning protection measures.
