Scale of biodiesel plants

Earlier, I saw netizens’ ideas regarding the scale of biodiesel production. In fact, a single production facility cannot be very large, as biomass needs to be grown, collected, and then processed. Therefore, the scale of the facility can only be determined based on the amount of arable land available and the population size.
I read a study stating that the larger the scale, the lower the production costs; however, taking everything into account, the priority is to resolve the issue of raw materials first
If the scale is too small, there are cost constraints, and as a result the quality of the product will be problematic. So this equilibrium point isn’t known that early on.
