I agree with the previous points, but getting 1 wealth point for just 1 hour of online learning seems a bit too high. . . .

China Merchants Bank’s credit cards offer a waiver of the annual fee if they are used at least 6 times per year; we could adopt this approach. If each account is logged in for at least 6 hours per year, the fee can be waived as well. This should be quite easy to implement
Why go to such extremes? If someone cannot access the internet due to certain constraints, does that mean we have to deny them everything? Just keeping some information doesn’t consume that many resources. If there is no login at all within a year, it can be considered for deletion.
