Why must certain materials be accessible only at a certain level?

Since it is a place for mutual improvement, why are some materials restricted to certain levels of access? Is this also in line with Deng Xiaoping’s guiding principles? Should some people become smarter first? (But actually, those who have just left the class are the ones who need improvement the most.) Please share your opinions
Actually, it’s a way of sharing information with each other – you can send your own information to share, and at the same time share others’ information as well.
The original poster should take a look at the previous discussion threads in the thread area; it’s a well-tested topic. There’s no need to discuss whether restrictions should be imposed, but we can discuss what level of restrictions would be appropriate.
In fact, most attachments on this forum are not accessible; only a small portion of them are available. There’s nothing that can be done about this. If everyone only wants to enjoy things without sharing them, then the forum won’t be able to survive
If one only knows how to download without posting, thereby depleting the forum’s resources, that would be an extremely serious mistake.
