According to a report in the Baotou Daily on September 26, the first phase of the project involving cooperation between Sichuan Hanlong Group and Baotou Menghan Industrial Co., Ltd., which aims to produce 1 million tons of polyvinyl chloride resin per year along with 720,000 tons of ion-exchange membrane caustic soda per year, as well as other related projects, is set to begin construction soon. The total investment for the project is approximately 7.2 billion yuan, with 2 billion yuan allocated to the first phase of construction. Annual sales revenue can reach over 10 billion yuan. Sichuan Hanlong Group has a workforce specialized in PVC and caustic soda. The polyvinyl chloride resin project will leverage the autonomous region’s abundant coal, electricity, and limestone resources, adopting an integrated coal-and-electricity development model to transform local resource advantages into economic advantages. The project is located in the Shangejia Chemical Industry Park in Tuyou Banner, where caustic soda is produced using the ion-exchange membrane electrolysis process – which is currently the most advanced technology for industrial-scale production of caustic soda in the world. The PVC production in this project utilizes 70 cubic meter suspension polymerization technology, which is at the world’s advanced level. The project follows the principle of comprehensive planning and phased implementation. Phase 1 involves constructing a PVC production facility with an annual output of 200,000 tons, along with a supporting ion-exchange membrane caustic soda production facility capable of producing 150,000 tons per year, as well as related supporting facilities. Phases 2 and 3 involve building PVC production facilities with an annual output of 400,000 tons each, along with corresponding caustic soda production facilities and other supporting projects.
