**The National Development and Reform Commission officially approved Nanchong’s 60,000-ton biodiesel project According to a report in the Nanchong Daily by reporter Zhang Yabin, it was learned from Nanchong Refining and Chemical Plant yesterday (the 18th) that the project, which requires an investment of 180 million yuan and is capable of producing 60,000 tons of biodiesel per year, received official approval from the National Development and Reform Commission on the 6th of this month. Through the comparison of domestic and international technologies as well as multiple rounds of discussions and negotiations, Nanchong Refining and Chemical Complex has now chosen the German company Lutz to collaborate on the biodiesel project. On June 6, the **Development and Reform Commission officially approved the 60,000-ton biodiesel project, designating it as a **-level project. At the same time, the project’s safety assessment, environmental impact assessment, and occupational hazard assessment have all passed the strict review by **the relevant authorities, and the approval documents have been obtained. At present, Nanchong Refining and Chemical Plant is making every effort to carry out the preliminary work related to contract negotiations for technology introduction, commissioning of initial design tasks, preparation of raw materials, as well as civil construction and the installation of peripheral systems. The preparations for the construction site, as well as for water, electricity, gas, and air supply, have already been completed. The goal is to start construction by the end of the year, with commissioning and operation set for August 2009. It is understood that with an investment of 17.75 million yuan, a biodiesel analysis and testing laboratory to support the 60,000-ton biodiesel project has had its preliminary design approved by the Southwest Oil and Gas Field Branch of China National Petroleum Corporation; once approval is granted, the construction of this facility can be completed this year. To prepare in advance for the raw material needs of a 60,000-ton biodiesel production facility, Nanchong Refining and Chemical Plant plans to plant 470,000 mu of jatropha trees in the Panxi region this year, building on the 220,000 mu of jatropha trees that were planted last year. At present, Nanchong Refining and Chemical Plant is actively in contact with relevant departments in Panxi, as well as with regions such as Yunnan and Guangdong; the various tasks related to the 60,000-ton biodiesel project are progressing in an orderly manner.
