A turbine flow meter can be used; I guarantee that the accuracy will be within 1.5%. PS: What material do you use for your pipes?
You’ve encountered this problem too; in my chemical production process, phosphorus trichloride is used in large quantities, and to this day I still haven’t found any good flow meters or level gauges for it. After being in use for a long time, the flow meter developed black residue, which caused frequent clogging and inaccurate measurements. A filter was installed in front of the flow meter, but even after that, the performance remained unsatisfactory. In the end, the flow meter was abandoned altogether, and the flow rate was determined based on the pressure and temperature parameters in the reaction tank. As for the level gauge, glass ones were used in the past; the lower end of such gauges would get clogged, which made them unsafe. Rake-type gauges were also used, and they provided better performance. Eventually, float-type gauges were adopted, but over time debris would stick to the float, resulting in inaccurate measurements.
LS, you often mention black residue in the pipes – is that caused by corrosion of the pipes you are using?

A magnetic flap level gauge can be used, and a differential pressure transmitter can be used to measure flow rate
