How can the noisy machinery of chemical companies be avoided or made quieter?

Recently, the chemical group launched a new oil refining project; the machines operate 24 hours a day, with even louder noise at night, making it impossible for the residents living nearby to sleep. According to regulations, residential areas are not allowed within a certain distance around heavy industrial enterprises, as the various types of pollution generated by such enterprises are inevitable. As for compensation, only partial financial compensation can be provided, which cannot solve the major problems. Unless such enterprises and residential areas are kept far apart. In our company’s case, there used to be residential areas in the vicinity, and people often filed complaints about toxic gas pollution, noise pollution, and other issues. Now that the residential areas have mostly been relocated, such problems have decreased. Another issue is the relocation of enterprises; a steel manufacturing plant nearby went through years of reconstruction and relocation before moving to the suburbs.
Soundproof walls can be built to ensure this.
The companies here do it this way: they add noise-absorbing soundproof walls to the perimeter fences of the factory premises. Or use a soundproof factory building directly. Our new facility is set to use a soundproofed plant.
It is recommended to set up a factory building... I haven’t thought of anything else yet...
First, it is necessary to determine exactly how many decibels the noise levels are, and whether they exceed the relevant standards. I think the noise standard between chemical plants and residential areas is that it shouldn’t exceed 55 db at night; I’m not sure of the exact figure!
