May I ask what level of fire use it is to use fire in the system pipeline area? Explain it

In our company, any work involving welding on the public pipelines within the factory premises is classified as a level 1 welding task.
Utility pipelines: air and steam lines; however, oil pipelines are present in the vicinity, which means that working on the system’s piping network falls under category 1. It would be much better if there were no oil pipelines.
