I would like to ask everyone: During the construction of oil refining and chemical processing plants, is the individual unit testing carried out before the commissioning of the plant or after it? This post was last edited by guozongduan on 2008-6-29 22:18.]
The intermediate handover takes place after the individual unit tests; it has the same nature as the final handover (project handover). The difference is that the intermediate handover generally refers to a single unit of work or a sub-project, which is why it is called an \"intermediate\" handover, while the final handover denotes the completion of the entire project as defined in the contract, covering a larger scope than the intermediate handover. But essentially, it all refers to the transfer of control over the construction product from the contractor to the owner. For example: the civil work and installation of a certain project are contracted to two different contractors. So once the civil engineering work is completed, the civil contractor should carry out an ‘interim handover’ to the client. Since there is no contract relationship between the installation contractor and the civil contractor, the handover between the civil and installation phases actually takes place between the installation contractor and the client. In another scenario, where the civil construction and installation work for the entire project are carried out by the same contractor, then after each individual unit of work is completed (usually after instrument calibration is finished, piping pressure testing and cleaning are complete, and the joint commissioning is successful), an interim handover can be carried out with the client. The same process is applied to the remaining units of work one after another. Once all interim handovers have been completed, a final project handover should be conducted as a basis for fulfilling the terms of the project contract; of course, warranty obligations are not included in this Of course, during the joint commissioning phase, the rights and obligations of various parties will vary, depending specifically on the contract. In general, handover involves the transfer of responsibilities; in the case of intermediate handover, it is the transfer from the installation unit to the user unit. Before the handover, it is necessary to prove that the equipment is in good condition, and this must be demonstrated through individual machine testing. Therefore, individual machine testing must be completed before the intermediate handover takes place.
I. Conditions for contract award 1. The project shall be completed in accordance with the design specifications; 2. The project quality is qualified ; 3. After the pressure testing of the process and power pipelines is completed, the system has been cleaned, purged, and made airtight, with insulation work essentially finished ; 4. Static equipment strength testing, non-destructive testing, cleaning completed ; 5. The individual testing of the moving equipment was successful ; 6. After the load testing of large-scale units using air, nitrogen, or other media is completed, the unit’s protective interlock and alarm control systems have been successfully tested and calibrated ; 7. The electrical systems, instruments, computers, as well as the gas prevention, fire protection, and explosion prevention systems of the device have been successfully tested and calibrated ; 8. The temporary facilities in the equipment area have been removed; the site is clean after work is completed and all materials have been taken away, and the vertical structure construction is finished ; 9. Complete the items related to the three inspections and four fixations that affect the joint commissioning, as well as handle any design changes; determine the completion times for the remaining tasks. II. Content of China Communications 1. Verification and handover of the actual quantities of work in accordance with the design specifications ; 2. Review, verification, and handover of the preliminary assessment documents for project quality as well as relevant commissioning records ; 3. Handover of installation tools, remaining spare parts, and materials ; 4. Settlement of final project items and confirmation of completion time ; 5. Handover of random technical documents ; The construction entity organizing handover meetings for construction, production, design, and supervision represents the transfer of responsibility for maintenance and use.
For certain pumps, if the conditions for individual testing are not available before water commissioning, the motor can be tested in a no-water condition first, with individual testing carried out during the water commissioning phase thereafter.
