Does a plate heat exchanger fall under the category of pressure vessels? Is it subject to the regulations governing pressure vessels?

Ladies and gentlemen. The new project requires plate heat exchangers. Since they are used in chemical materials, it is unclear whether plate heat exchangers must be manufactured in accordance with pressure vessel standards. Do they fall under the scope of pressure vessel regulations and require procedures such as pressure vessel registration? One view is that they need to be manufactured per pressure vessel standards, but are not subject to regulatory oversight. Another approach is to manufacture and declare the pressure vessel as required. Also, are there any relevant manufacturing specifications, dimensions, standards, or other guidelines for plate heat exchangers? I would appreciate some advice from those who are more experienced. Abroad, plate heat exchangers are classified as pressure vessels; in China, they are not currently classified in that way, but they should be included in the future!
