Water for coal chemical projects in Inner Mongolia must be obtained through \"water rights exchange\"; who knows the details?
Since Inner Mongolia faces a water shortage when developing chemical industry projects, even the only river flowing there – the Yellow River – often dries up due to lack of water. As a result, agricultural irrigation water has to be used for the development of the chemical industry. For example, if you want to use water for irrigation, you must invest money in installing agricultural water-saving facilities (the cost of all such facilities is borne by the companies), and then you can use the water that is saved as a result.

The essence of water rights exchange is industry purchasing water from agriculture; by ensuring adequate water supply for agriculture, it enables the rational transfer of water rights, thus opening up new avenues for the optimal allocation of water resources. By allocating funds from water-intensive industrial projects to canal lining projects, water conservation in agriculture can be achieved; this approach not only addresses the issue of insufficient funding for water-saving projects in irrigation areas but also solves the problem of increased water demand resulting from industrial development.
