Regarding pipe fitting inspection issues?

There is a elbow in question. During inspection upon arrival at the factory, it was found that there were weld repairs (the reason for these repairs is unknown). Additionally, there is an area where the metal layer is thickened – this area is located at the reduction section, measures 40 mm in length and 5 mm in width. Bent pipe? It’s a elbow, right? Is it a stamped elbow or a cast one? Some repair welding fixtures are cast; those with obvious defects will definitely not be accepted.
What is the material? Some materials have specific requirements for repair welding. For example, 2507 becomes unusable after repair welding, and nickel-based alloys require re-heat treatment, and so on
The material is A234-WPB, manufactured in accordance with ASME B16.9 standards!
