There are many large-scale petrochemical projects in the country nowadays, and since many of the process packages come from foreign companies, which departments or units are responsible for reviewing these process designs?
Generally, the engineering company commissioned by the owner works together with the owner to carry out the discussions and evaluations, which is suitable for the owner’s actual operations as well as domestic regulatory requirements.
The owner first determines which engineering company will handle the design work, and then assigns that company to negotiate and review things together with them; if they are not confident in that engineering company, they can invite several other industry experts to participate as well.
Generally, it seems that foreigners arrange for someone to come and check it themselves; of course, an internal review is carried out within the company first
