In recent years, driven by rising international prices for crude oil and natural gas, as well as a shortage of domestic oil and gas resources, China’s petroleum and chemical industry has experienced vigorous growth, entering what can be described as its \"second spring\" since the founding of the country. This has also created a once-in-a-lifetime historical opportunity for the development of the coal chemical industry in Jincheng. How to, in line with the requirements of a scientific outlook and from a perspective suited to the times, seek strategic ways to ensure the sustainable development of our city’s coal chemical industry has become a hot topic of concern among industry professionals, and it is worth exploring and studying. I. Achievements in the development of the coal chemical industry over the 20 years since the establishment of our city. Jincheng is a nationally renowned coal-producing region, famous both at home and abroad. Since the early 1980s, as a high-quality chemical coal supply base designated by the State Council, it has promoted the local economy through the export of resources, playing a significant role in advancing China’s national economic development; meanwhile, the coal chemical industry has remained relatively underdeveloped. In the early days of the city’s establishment, there were only 7 small nitrogen fertilizer plants in total. These were typical “small-scale” enterprises built in the 1960s and 1970s, characterized by small production scales, high consumption levels, significant pollution, and outdated manufacturing technologies. The total capacity for ammonia synthesis was merely 23,000 tons. Over the past 20 years since its establishment as a city, the coal chemical industry in our city has undergone two major transformations: first, in terms of macro-policy regulation, Jincheng’s strategic position has seen a historic shift. Marked by the \"Ninth Five-Year Plan\" adopted at the fourth session of the Eighth National People’s Congress on March 17, 1996, which specified the establishment of a 2 million-ton nitrogen fertilizer production base in Jincheng, this development overcame the \"bottleneck\" constraints related to the supply of high-quality chemical raw materials under a planned economy system. It established Jincheng’s important role in the development of the national economy through the conversion of coal into fertilizers, serving as a milestone of great historical significance for the growth of Jincheng’s coal chemical industry. To accelerate the development of the coal chemical industry in our city, strong policy support has been provided through macro-control, yielding positive effects. Second, there has been a significant change in the mode of economic growth. It is mainly reflected in two aspects: 1. The continuous deepening of economic system reform. Driven by urban economic reforms, the monopoly held by large state-owned enterprises was broken up by a diversified property rights structure; modern enterprise systems suited to a market economy were continuously developed and improved. The production factors of nitrogen fertilizer manufacturers gradually converged in the hands of more competitive enterprises, with the former Jincheng First Chemical, Bahe, and Yangcheng Fertilizer Plants being merged into the Lanhua Group ; After acquiring the 6013th Factory of the Chinese People’s Liberation Army, the former Jincheng Second Chemical Plant merged with Tianji Group through an equity acquisition, thereby transforming into a joint-stock enterprise that operates independently, is responsible for its own profits and losses, and bears independent civil liability. The small and fragmented industrial structure has been fundamentally reversed. The investment and financing capabilities, as well as the self-development capacity of nitrogen fertilizer enterprises, have been significantly enhanced. At the same time, the development of private enterprises such as Gaoping Xinggao Coking’s \"white coal coking\" and Gaoping Danfeng Chemical’s \"coal-to-methanol\" production has expanded the range of coal chemical products. 2. The speed and quality of economic growth have improved significantly. The small-scale, backward traditional linear growth model is being phased out, giving way to a larger-scale, centralized circular economy model that promotes cleaner production and the upgrading of products. To date, a set of \"813\" units and three sets of \"1830\" units owned by Tianji Jincheng Chemical (commonly known as Jincheng No. 2 Chemical), Lanhua Kechuang Fertilizer, and the municipal coal chemical industry have been built and put into operation, contributing to a significant increase in the total production of nitrogen fertilizers. Fertilizer varieties are shifting from low quality to high quality; large-grained urea, which is highly favored in the international nitrogen fertilizer market, has quickly become dominant in fertilizer production. It is not only well-selling in the domestic market but has also achieved significant success in international markets. From the commissioning of Jincheng Erhua’s first large-grain urea production facility in 2001 to the end of 2004, the city had achieved a production capacity of 820,000 tons of synthetic ammonia and 1.2 million tons of large-grain urea per year. With the subsequent commissioning of the Jinfeng “3652”, Tianji Sinochem Gaoping “4060”, Baha “813”, and Yanghua “610” projects, by 2006 the total production capacity for ammonia and alcohol would reach 2.1 million tons, that for urea would reach 2.6 million tons, and that for methanol would reach 600,000 tons. The scaled growth of key products, along with the clustering effect of industrial clusters, have become the foundation for Jincheng City’s coal chemical industry to achieve economies of scale. II. Seize opportunities and strive to develop the coal chemical industry – a strategic measure for boosting the local economy. 1. The necessity of leveraging resource advantages to develop the coal chemical industry. Our country is short of oil and gas but rich in coal; it is one of the few countries in the world whose energy structure is based on coal. The \"Medium- and Long-Term Energy Development Plan (2004–2020)\", approved by the State Council’s executive meeting on June 30 last year, established a strategy that emphasizes coal as the main source of energy, electricity as the core, along with comprehensive development of oil, gas, and new energy sources. It clearly shows that in the new century and under the new circumstances, the development of the coal chemical industry will surely occupy a dominant position within the chemical industry. In recent years, due to the persistently high global oil prices and the upgrading of the domestic economic consumption structure, a new wave of investment driven by enhanced supply capacity in basic industries has emerged. Some coal-rich provinces and regions are focusing on developing coal chemical industries, making them a key focus for economic growth in this new phase. As a major coal-producing province, Shanxi is determined not to fall behind. At the provincial economic structure adjustment conference held at the end of August last year, it adopted a development strategy aimed at fully implementing the scientific outlook on development and accelerating the construction of new energy and industrial bases; it also formulated a development plan for the Taihang Mountain coal chemical industry belt. Jincheng boasts a unique advantage in the world in terms of large-scale concentrations of high-quality anthracite resources. The proven reserves amount to 27.1 billion tons, accounting for 65% of the province’s total anthracite reserves and 26% of China’s total anthracite reserves. As the largest anthracite production base in the country, Jincheng bears not only the responsibility of meeting the energy needs for building a moderately prosperous society, as well as ensuring energy security and sustainable development, but also the imperative task of transforming its resource advantages into economic advantages in order to enhance the overall strength of the regional economy and bring benefits to the 2.19 million people living in Jincheng. 2. The urgency of seizing opportunities to develop the coal chemical industry. From the perspective of the national industrial development strategy, coal chemical industry is one of the 12 key industries identified during the 11th Five-Year Plan period and beyond. Following structural adjustments in recent years, the development of the coal chemical industry in our city has reached its best level ever. However, there are still many difficulties and problems to overcome; some deep-seated contradictions and issues have not been resolved. There is significant pressure due to rising domestic investment demands, obvious inflationary pressures, and the shortage of coal and electricity supply has not eased. To some extent, these issues restrict economic development. At the same time, we must also be fully aware that economic development is highly cyclical; opportunities do not come around often. There is always a certain market demand for any product, and if you fail to develop it, others will do so ; If you don’t occupy it, someone else will. By seizing the opportunities during periods of growth to advance structural adjustments and accelerate the development of the coal chemical industry, it is possible to maximize the benefits of these opportunities, enhance the industry’s competitiveness and risk resistance, and prevent severe fluctuations during cyclical economic changes. Therefore, Jincheng’s coal chemical industry should confront economic globalization head-on, actively participate in international and domestic division of labor, aim to capture market share, seize opportunities, and strive for rapid development. III. Implementing the scientific development concept and developing a circular economy is the fundamental approach for our city to advance its coal chemical industry. Developing a circular economy is an essential requirement for implementing the people-oriented scientific development concept and achieving sustainable development. To accelerate the development of the coal chemical industry and advance the construction of a moderately prosperous society, it is necessary to adhere to the guidance of the scientific development concept, take clean production as the foundation, focus on optimizing resource utilization, aim to improve resource productivity and reduce waste emissions, and rely on technological and institutional innovation as driving forces. This will enable the creation of a new mechanism characterized by vigorous promotion, effective market-driven action, and active public participation, thus paving the way for a new type of industrialization that features high levels of technological advancement, good economic benefits, low resource consumption, minimal environmental pollution, and full utilization of human resources. To rapidly transform Jincheng’s resource advantages into economic advantages, the following key points should be given priority: (1) Establish a new perspective on reform and openness. Although the coal chemical industry in our city has made significant progress as part of structural adjustments, the problem of being \"small and scattered\" has not been completely resolved. Even Jincheng No.2 Chemical Industry, which enjoys a high reputation in China’s nitrogen fertilizer manufacturing sector, leads its industry in key economic indicators such as per capita sales revenue and per capita profits; however, its production scale is still far behind that of larger domestic companies. Fertilizer companies are scattered and operate independently, resulting in weak competitiveness and a lack of momentum for development. If these issues are not thoroughly resolved, any significant fluctuations in the market will inevitably lead to price-cutting competition among them, making it difficult for them to compete with large companies both domestically and internationally. Therefore, to maintain the vitality of Jincheng’s coal chemical industry, it is necessary to rely on reform and opening up to seek breakthroughs in institutional reform. Turn the strategic vision for large companies and conglomerates into action. Only by having enterprises with strong operational performance, high recognition, and competitive advantages as leaders, and by adopting reform measures such as mergers and acquisitions, joint reorganizations, standardized restructuring, and listing for financing, can the advantages of well-known enterprises be fully utilized to attract strategic investments, optimize the ownership structure, integrate valuable resources, accelerate technological upgrades, strengthen core business operations, and expand market share and influence. Only in this way can the advanced business concepts and scientific management practices of leading enterprises have a significant positive impact, thereby enhancing the core competitiveness of our city’s coal chemical industry ; Only in this way can the technical and human resource advantages of competitive enterprises be utilized, thereby enhancing their capabilities for independent research and development, improving their innovation skills, and boosting their sustainable profitability and resilience to risks ; Only in this way can regional economic structure adjustment be promoted, industrial optimization and upgrading facilitated, resource utilization efficiency improved, and sustainable development of the coal chemical industry achieved ; Only in this way can we restore the scale advantages, brand advantages, and development advantages of our city’s coal chemical industry. It is also only through this approach that we can establish a strategic alliance of regional coal chemical enterprises led by key companies, enabling the sharing of information, resources, and talent to become a reality. By coordinating prices through this alliance and acting as one force, we can maximize the impact of our city’s coal chemical industry. Coal chemical industry is a technology-intensive and capital-intensive sector. Capital investment is fundamental to the development of the coal chemical industry. It is necessary to actively create a comprehensive economic environment conducive to the development of the coal chemical industry, expand openness to the outside world, attract foreign investment, broaden financing channels, encourage coal production enterprises and chemical enterprises to form strategic alliances, guide the large-scale involvement of collective and private capital, further enhance the development momentum of the coal chemical industry, and promote the formation of an autonomous growth mechanism for this industry. (II) Adhere to keeping pace with the times and make scientific and rational plans. Formulating a sound development plan for the coal chemical industry is a key factor in keeping up with the times and striving for progress. It is necessary to focus on the overall development strategy of \"one zone and two belts\" outlined by the municipal Party committee and the municipal government, adopt construction and operation methods that are most conducive to improving economic and social benefits, and formulate a comprehensive development plan. When developing coal chemical industries in the Dan River basin, full consideration should be given to the carrying capacity of water resources. At the current stage, it is necessary to build on the existing industrial foundation of coal chemical manufacturing. Efforts should be made to upgrade and develop the Bagong and Gaoping coal chemical parks, with the aim of adjusting the industrial structure, extending the product chain, promoting energy savings and reduced consumption, advancing circular economy practices, creating well-known enterprises and brands, and enhancing competitiveness. Modern high-tech solutions in coal chemistry should be actively adopted; by improving production processes and expanding the industrial chain, it is possible to make the most of coal resources while striving to increase their utilization efficiency and output ; Make significant efforts in environmental protection and strive to strengthen the comprehensive management of pollutants. Medium- and long-term development should be planned and implemented in tandem with the Zhangfeng Reservoir, in order to safeguard the ecological environment of the Dan River basin and achieve sustainable development. The water resources in the Qinhe River basin account for 64% of the city’s total, giving it a high carrying capacity. It is also rich in coal resources, which further enhances its advantages for developing the coal chemical industry. Therefore, it is necessary to take into account the geographical location, regional conditions, and resource availability of the area. Adhering to the principles of high standards, advanced technology, high efficiency, as well as low consumption and low pollution, and following the models of circular economy and new-type industrialization, strategic research and planning should be carried out for the development of the coal chemical industry. An integrated, centralized, large-scale, and modern approach should be adopted to promote rapid development as a whole. Integration. It involves combining large-scale coal chemical plants with coal mines, building such plants on or near the mines, in order to reduce coal transportation costs and expenses and achieve optimal allocation of resources. Only by establishing an integrated interest mechanism for coal chemical industry and coal mines can the risks related to prices, transportation, and location be effectively reduced. Base establishment. The inherent characteristics of coal chemical industry are suitable for comprehensive utilization and deep processing. A base is a collective term for enterprises; enterprises related to each other are concentrated within such a base, which enables efficient and rational use of various resources, improves the efficiency and effectiveness of resource allocation, leverages the agglomeration effect of the base, achieves highly optimized resource allocation based on market principles, and fosters intensive operations. Scaling up and modernization. Due to the inherent characteristics of coal, such as a high carbon content, low hydrogen content, and numerous mineral impurities, converting this unclean energy source into clean chemical raw materials involves a long process with many stages, high technical requirements, and significant challenges. Only by adopting modern technologies, building large-scale facilities, and striving to reduce the unit investment cost as well as the cost of production materials can top-tier coal chemical industries be established, enabling leapfrog development and gaining international competitiveness. At the same time, it is necessary to develop related industries around core resources, making full use of the effects of industrial clustering and industrial ecosystems. Following the principles of a circular economy, through vertical expansion of the industrial chain, horizontal expansion, and in-situ recycling, a complex and interconnected coal chemical industry network can be established. This enables the exchange of raw materials and products within the regional economy, efficient utilization of energy, and centralized treatment of waste, thereby maximizing core competitiveness. (III) Adhere to a market-oriented approach and adjust the industrial structure. Jincheng’s development of the coal chemical industry should be market-driven, with industrial structure adjustment as its main focus. The goal is to develop a circular economy that enables clean and efficient use of coal. It is necessary to create products with great market potential, good prospects for growth, and strong competitive capabilities, in order to increase market share and core competitiveness. 1. Adhere to the integrated production of coal, fertilizer, and chemicals, and expand and strengthen high-concentration nitrogen fertilizer bases. At present, large-grained urea has become a product with great potential for large-scale development in our city, serving as an important support for the coal chemical industry. Taking raw material costs alone as an example, compared with some fertilizer manufacturers in Shandong Province that use coal as a raw material, the cost of urea is 200–300 yuan lower per ton, giving it a clear competitive advantage. Last year, Jincheng No. 2 Chemical Plant produced over 500,000 tons of urea, ranking 20th in the country’s nitrogen fertilizer manufacturing sector. It achieved a profit of 210.36 million yuan, placing it 6th in that category; it thus led all nitrogen fertilizer manufacturers in China that use coal as raw material, which clearly demonstrates that Jincheng has the capability to compete with larger nitrogen fertilizer producers that use oil and gas as raw materials. Therefore, expanding and strengthening the urea production bases so as to achieve a production capacity of 5 million tons within 3 to 5 years and turning them into an industry with influence both internationally and domestically is by no means empty talk. While focusing on the development of the nitrogen fertilizer industry, it is necessary to adhere to the principle that fertilizers should be integrated with chemical processes. Based on clean production and comprehensive utilization, and centered on the efficient and circular use of resources, a circular economy model should be adopted, enabling this industry to expand into related fields such as carbon-based chemicals and fine chemicals. Using ammonia, urea, methanol, carbon dioxide, carbon monoxide, hydrogen, and other substances produced in nitrogen fertilizer manufacturing as raw materials, the scope of carbon-based chemical industry and fine chemical industry is quite broad, with a large variety of products available. Development can be carried out according to local conditions in order to extend the industrial chain. The main approaches to development include: (1) Producing methanol as a by-product of ammonia synthesis – this is considered the most economical and mature process route in the industry. By producing methanol as a by-product, methanol derivatives can be developed, thereby extending the range of products related to carbon-based chemistry. Currently, organic chemical products such as polyoxymethylene, dimethyl ether, dimethyl carbonate, acetic acid, acetic anhydride, and vinyl acetate have broad market prospects ; (2) Ammonia can be used as a raw material to produce ammonium thiocyanate, hydrazine hydrate, etc ; (3) Using urea as a raw material, it can be further processed to produce melamine, allantoin, percarbonamide, and others ; (4) Producing methamine, dimethylformamide (DMF), etc. using methanol and ammonia as raw materials ; (5) Utilizing synthetic ammonia off-gases to extract high-purity rare inert gases such as hydrogen, argon, and neon ; Using hydrogen to further produce hydrogen peroxide, salicylic acid, etc ; (6) Utilize CO2 emitted in ammonia synthesis to produce fine chemical products such as food-grade liquid CO2 and dry ice, which are widely used in the beverage industry. By continuously extending the structural chain of coal chemical products, it is possible not only to increase the added value of these products and their contribution to corporate profits, as well as to enhance the companies’ resilience to risks, but also to foster the vigorous development of the coal chemical industry. In this regard, Jincheng No. 2 Chemical Factory has already made attempts and achieved notable results. 2. Adhere to the combined production of coal, gas, and chemicals. Given the shortage of oil resources in our country, developing green new energy sources based on coal such as methanol and dimethyl ether is a crucial strategic measure to ensure energy security, economic security, and national defense security. Methanol and its downstream products are the products with the greatest potential for development in Jincheng’s coal chemical industry. Jincheng has the unique advantage of low-cost large-scale methanol production; in addition to methanol production integrated with fertilizer manufacturing, it is also possible to develop various other production processes such as methanol production from coal, methanol production integrated with coking, methanol production from coalbed methane, and co-production of methanol and ammonia. Based on preliminary calculations using the existing production processes and current prices for raw materials and auxiliary substances, the cost of methanol is generally below 1,300 yuan per ton. The cost of methanol produced using coke oven gas as a raw material is 1,000 yuan per ton, while that produced using coal as a raw material is 1,200 yuan per ton. The cost of methanol produced through combined utilization of high-sulfur coal is 900 yuan per ton. From the perspectives of cost-effectiveness, safety, environmental friendliness, and technical maturity, methanol-based fuels represent a good option; in particular, the M15 technology (which involves mixing 15% methanol with gasoline or diesel) is already quite mature, and no modifications to the vehicles are required. In 2004, China’s demand for gasoline and diesel was 155 million tons. Assuming that 1/4 of these vehicles use M15 fuel, 5.82 million tons of methanol would be required as a substitute for oil ; The demand for raw materials in industrial production is approximately 3 million tons. In 2004, the national methanol production was 4.406 million tons, indicating significant room for growth. As technologies for methanol-blended gasoline with various ratios such as M20, M50, and M85 continue to be developed, along with the rapid growth of private cars, the demand for methanol will increase further. Dimethyl ether is a new type of fuel that can replace automotive fuel, liquefied petroleum gas, and city gas; it represents an effective approach to addressing China’s energy, economic, and environmental protection challenges while pursuing sustainable development. Coal-based dimethyl ether has a high calorific value; when used as a vehicle fuel, it can increase engine power by 10% to 15%, improve thermal efficiency by 2% to 3%, and reduce noise by 10% to 15%. Vehicle exhaust can meet the stringent European III emission standards without the need for catalytic or conversion treatment. Shanxi has always been a pilot area in China for the testing and demonstration of fuel methanol, and it has achieved a series of results in the research and development of methanol-powered vehicles. It laid the foundation for standardizing commercial applications, and its research and development level and capabilities in coal-based alcohol ether fuels are among the best in the country. Therefore, vigorously developing alcohol ether fuels and their downstream products not only holds strategic significance but also offers broad prospects for development. ⒊Develop large-scale coal–methanol–olefins projects. Develop a new generation of coal chemical products aimed at replacing petrochemical products. Ethylene and propylene, which are among the low-carbon olefins, are basic organic raw materials used in the modern chemical industry for synthesizing resins and other products, and there is an increasing demand for them in the market. Experts predict that the supply gap by the end of 2008 will exceed 18 million tons. The production of low-carbon olefins such as ethylene and propylene from methanol is the most promising process route to replace naphtha as a feedstock for olefin production, and the development of this technology has now reached maturity. The industrialization of methanol-to-olefins technology has opened up a new process route for producing basic organic chemical raw materials from coal through gasification, which helps to change the product profile of traditional coal chemical industries. It represents an effective way to promote the further development of coal chemistry as a substitute for petrochemistry. The methanol consumption per ton of olefins (ethylene + propylene) is approximately 3 tons. Based on preliminary estimates, the production cost of olefins from methanol is around 7,500 yuan per ton. The current average market price for olefins ranges from 11,000 to 12,000 yuan per ton. Therefore, by taking advantage of the abundant resources in the Qinsui coal field as well as the underground water resources in the Qinhe River basin to develop large-scale coal-methanol-olefin projects, with capacities of millions of tons of methanol and over 300,000 tons of olefins, it will surely add new impetus to the development of the coal chemical industry in Jincheng. (IV) Adhere to introducing, absorbing, and innovating to promote technological progress. Science and technology are the primary productive force. The development of the coal chemical industry must prioritize science and technology; while actively introducing new processes, technologies, equipment, and materials, it is essential to properly balance the relationship between adoption of existing solutions and innovation. Introduction is merely a means, not an end; it is a process of learning and absorption. The goal is to enhance the ability for independent innovation and to develop new technologies with independent intellectual property rights. We must clearly recognize that strategic technologies and core technologies cannot be imported, nor can core technologies be obtained by exchanging resources for technology. Therefore, it is necessary to encourage enterprises to pursue a path that integrates industry, academia, and research, to actively collaborate with colleges and universities, to enhance their technological innovation capabilities, and to accelerate the transformation of scientific and technical achievements. We should focus on independent innovation and development, establish research institutions, increase investment in science and technology, advance technological development and build up technical reserves, so as to create new technologies with independent intellectual property rights and truly transform Jincheng’s resource advantages into technological and economic advantages. (5) Strengthen basic management. Management is an eternal theme. Advanced technology cannot replace the role of management, while advanced management can compensate for the shortcomings of technical equipment. When companies are located in similar regions, use the same raw materials, employ similar production processes, and operate on a comparable scale, the differences in their performance are essentially due to differences in management. Therefore, it is necessary to promote exchanges among coal chemical manufacturing enterprises in this city, so that they can learn from one another, complement each other’s strengths, and improve together. At the same time, it is important to strengthen communication with advanced enterprises in the same industry across the country, to introduce advanced business concepts and scientific management methods, to advance energy conservation and cost reduction as well as management innovation, to enhance the level of basic management, to ensure safe, civilized, and efficient operations, and to strive for maximum efficiency. The core competitiveness of a company ultimately lies in the competition for talent. In the process of advancing enterprise management, it is essential to establish a scientific human resources management system to build a talent advantage and seize a competitive edge in the market. ⑴Update the concept of talent. Business leaders should adopt the concept that talent is the primary resource, and treat it as the key factor in developing productivity by giving it high priority ; Regard recognizing talent, seeking talent, developing talent, and utilizing talent as essential qualities for a successful manager. ⑵Establish the concept that \"talent is a living resource.\" Efforts are made to establish a management system in which production, research and development, capital allocation, and resource distribution all adapt to individual needs, ensuring that the allocation of a company’s productive resources remains at its optimal level at all times. ⑶Establish a \"zero-distance\" concept for talent competition. Developing a new type of coal chemical industry is the main focus of Jincheng’s economic structure adjustment, as well as a new approach and mindset for advancing the construction of a moderately prosperous society.
