What are the main specifications of ANTI HIC steel?

What are the main specifications of anti-HIC steels commonly used in the petrochemical industry, such as 16Mn(HIC) and 20R(HIC)?
1. Chemical composition: The levels of P and S must be kept below 0.020% and 0.015%, respectively； 2. Yield strength should be less than 345 MPa ； 3. The material must be silicon-killed steel. 4. It must comply with the requirements of NACE MR0175. 5. The carbon equivalent CE should be less than 0.42%. 6. There must be no sharp defects on the surface of the material that are larger than 0.5 mm. 7. The material must be delivered after heat treatment.
Upstairs, do these specifications apply to all grades of steel? Mine is made of A105N material; does it also need to meet these chemical composition requirements? Thank you
Isn’t Anti HIC just “hydrogen cracking-resistant” steel?
