Zhejiang Tiansheng Chemical has a 100,000-ton caustic soda production facility in Changde; we supply electricity, water, steam, and salt to that facility. **Document No. 74 issued by the National Development and Reform Commission stipulates that the capacity for new PVC production, as well as for the renovation and expansion of existing PVC facilities, should be 300,000 tons per year. The scale of cooperation you are pursuing does not conform to the spirit of the documents; with 100,000 tons of caustic soda, at most 150,000 tons of PVC can be produced (whether using hydrochloric acid or deep desorption). Even if you submit a project proposal, the **Development and Reform Commission will not approve it.
