Once, I met a senior engineer who casually mentioned off-standard projects. Stating an annual production of 600,000 tons of *** as the standard project ; If the annual production is not 600,000 tons (excluding integer multiples), it is difficult to balance materials, energy, etc.; such projects are considered non-standard. So many projects use 600,000 tons as the base figure. I still don’t quite understand why, so I earnestly ask everyone to discuss it!
It doesn’t seem there’s such a term for it. As for materials and energy, they are definitely balanced; what matters is economic feasibility. Nowadays, the coal chemical industry is moving toward larger-scale operations, with new projects generally having capacities that are multiples of 300,000 tons – smaller scales don’t allow for sufficient cost efficiencies. Generally, many private enterprises opt for capacities of 300,000 tons, while large state-owned enterprises choose capacities that are multiples of 600,000 tons. Given the current level of technology, it is easier to implement systems with capacities that are multiples of 300,000 tons. Just as the large-scale ammonia synthesis plants we introduced initially all had a capacity of 300,000 tons, they all utilized mature, complete sets of technology.
According to the data in the \"Notice on Strengthening the Management of Coal Chemical Industry Project Construction to Promote the Healthy Development of the Industry\" issued by the National Development and Reform Commission in July (hereinafter referred to as the \"Notice\"), the current capacity under construction for methanol is approaching 9 million tons. Furthermore, the Notice states that projects for methanol and dimethyl ether with a capacity of less than 1 million tons, as well as coal-based olefin projects with a capacity of less than 600,000 tons, should generally not be approved. This makes it difficult for a large number of coal-to-methanol projects that do not meet the standards set by the National Development and Reform Commission to obtain approval, resulting in a halt in the submission of proposals for such projects. And most of the methanol projects under construction are also scheduled to be completed and put into operation by 2008. Therefore, although the planned methanol production capacity is extremely large, the actual methanol production capacity under construction is less than 10 million tons, and it will not become available until two years from now.
Now **everyone is going for larger scale**
The choice of production scale depends on the selection of the process scheme. In fact, the production capacity of a single unit is far from reaching 1 million tons.

Another reason for the 600,000-unit limit for large-scale methanol production is the relatively high energy consumption of methanol; **this regulation was established to ensure rational use of energy. Generally, small-scale projects have low investment costs and inefficient use of energy; if left unregulated, there may be a rush to launch such projects given the current favorable conditions in the methanol market. Raising the entry barriers can deter small and medium-sized investors. Many large chemical companies are now turning to coal-based chemical processes for the production of ammonia in order to secure coal resources, so as to be able to establish projects for methanol production in the future. The scale of ammonia and urea production in the country is already very large, and exports are still carried out each year to earn foreign exchange. Therefore, large-scale production of chemical fertilizers is only a temporary goal; ultimately, the aim is to develop a diversified range of products in order to lower the **entry barriers for entering this industry.

I don’t think there’s an absolute answer as to whether 600,000 tons is a standard amount or not. However, the **National Development and Reform Commission’s guidelines on the entry requirements for the coking industry state that an annual production capacity of 600,000 tons of metallurgical coke is a basic requirement for entry, and the height of the coking chamber must be at least 4.3 meters. It can be 650,000 tons, 700,000 tons, 800,000 tons, 900,000 tons, 1,000,000 tons, 1,200,000 tons, and so on. That so-called senior engineer – I have no idea where he got his qualifications from – is extremely unprofessional and has no understanding of industry policies at all. One must learn more*; know what one knows and admit what one does not know – humility leads to progress!
I think the idea of the 3rd and 11th floors is better, or maybe the original poster heard it wrong – it should be that projects with a capacity of less than 600,000 tons are considered non-standard, while those with a higher capacity are standard projects?
Even if there’s no regulation, or even if a standard of 600,000 tons is set, so what? Given China’s current national conditions, with money and connections available, what rules cannot be broken?
