Piping of heat exchange equipment pipes – air resistance issues

The piping manual states that \"in order to prevent air blockage due to counterflow heat exchange, the medium being heated (cold flow) should flow from bottom to top, while the medium being cooled or condensed (hot flow) should flow from top to bottom.\" May I ask, how does air resistance occur if the cold flow is not routed from bottom to top and the hot flow from top to bottom? Thank you~~
