It was accomplished at the recently concluded Bali conference: 1. An agreement was reached on the Bali Roadmap. The roadmap provides guidance for the international community on how to address climate change in the future. II. Throughout the conference, a dual-track negotiation process under the convention and protocol was maintained, with two important working groups established to conduct negotiations in parallel, both aiming to complete them by 2009. One of the working groups is to seriously study how to effectively strengthen the implementation of the convention. III. All parties present reaffirmed the central role of the convention in addressing climate change, while reiterating the principle of \"common but differentiated responsibilities\" – an important consensus reached by the international community at the time of drafting the convention, which also forms the basis for international cooperation in this area. This Bali conference laid the foundation for future international cooperation on climate change. IV. It ensured the United States’ participation in the implementation of the convention, incorporating the U.S. into relevant international cooperation. The United States has not ratified the Kyoto Protocol, but it is a party to the Framework Convention. In terms of emissions, economic strength, and technological level, the United States is an important member of international cooperation in this area. With the participation of the United States, international cooperation on addressing climate change will be more comprehensive and effective.
