Designating energy conservation as a fundamental national policy: Article 4 of the revised Energy Conservation Law clearly states that “resource conservation is a fundamental national policy of our country.” **Implement an energy development strategy that combines conservation with development, giving priority to conservation. ”Given China’s national conditions and the need to achieve sustainable economic and social development, energy conservation is a long-term policy for the country. 2. **Organizations are placed under heightened supervision under the Energy Conservation Law; for the first time, specific energy conservation responsibilities have been defined.** A dedicated section on \"Energy Conservation in Public Organizations\" has been established, stipulating that such organizations must set annual energy conservation goals and implementation plans, as well as strengthen the measurement and monitoring of energy consumption. Regarding **how institutions can save energy, the new law stipulates that the agencies responsible for managing institutional affairs at the local level at or above the county level, in conjunction with the relevant departments at the same level and within their respective authorities, shall establish energy consumption quotas for public institutions at that level; the finance department shall then set standards for expenditures related to energy consumption based on these quotas.** Requirements are set for the **institution’s own energy conservation in terms of budget management and fiscal expenditures. 3. \"Free energy benefits\" are strictly prohibited. Energy-consuming entities shall establish systems for monitoring energy consumption and analyzing energy utilization, carry out classified measurement and statistics on the consumption of various types of energy, and ensure that the data on energy consumption are accurate and complete. If energy is provided free of charge to the employees of an organization, or if a fixed fee system is applied to energy consumption, the department responsible for energy conservation shall order corrective action to be taken within a specified time frame ; If the violation is not corrected by the deadline, a fine will be imposed. 4. Encouraging the use of public transportation: The revised Energy Conservation Law specifies in the section on energy conservation in transportation that people’s governments at all levels above the county level should give priority to the development of public transportation, increase investment in it, improve the public transportation service system, and encourage people to use public transportation ; Encourage the use of non-motorized transportation. 5. Encourage the promotion of renewable energy utilization technologies in rural areas. **It is necessary to encourage and support the widespread use of biogas in rural areas, as well as the adoption of renewable energy technologies such as biomass, solar, and wind energy. Small-scale hydroelectric power generation should be developed in accordance with principles of scientific planning and orderly development. Energy-efficient rural housing and stoves should be promoted, and the use of non-cultivable land for growing energy crops should be encouraged. Efforts should also be made to develop energy forests such as those used for producing firewood. People’s governments at all levels above the county level shall, in accordance with the principles of adapting measures to local conditions, complementing various resources, making comprehensive use of them, and emphasizing efficiency, strengthen energy-saving efforts in agriculture and rural areas, and increase funding for the promotion and application of energy-saving technologies and products in these sectors. Relevant competent departments in agriculture, science and technology, etc., should support and promote the use of energy-saving technologies and products in agricultural production, as well as in the processing, storage, and transportation of agricultural products, and encourage the upgrading and phasing out of energy-intensive agricultural machinery and fishing vessels. 6. Energy-saving information must be clearly stated in the sale of commercial housing. When selling properties, real estate developers shall provide buyers with information regarding the energy-saving measures applied to the houses being sold, as well as the warranty period for insulation work. Such information must be included in the house purchase contract, quality guarantee document, and user instructions, and the developers are responsible for its accuracy and truthfulness. Construction projects that do not meet building energy efficiency standards shall not be approved for commencement by the relevant construction authorities ; For those that have already started construction, orders shall be issued to halt work and make corrections within a specified time limit ; Those that have already been built shall not be sold or used. Real estate companies that fail to provide explicit energy-saving information shall be ordered by the construction authorities to make corrections within a specified time limit; those that fail to do so after the deadline will be fined.
