Leveling and finishing of old concrete storage tanks

Dear brothers and sisters, how can we prevent peeling when carrying out leveling and finishing work on an old concrete storage tank foundation?
I think it should be to roughen the surface first, apply an interface adhesive, and then carry out leveling and plastering! That would be better, right?

If the plaster layer is thin, it is possible to consider fixing a layer of wire mesh with steel nails before applying the plaster
Since I need to apply an anti-corrosion layer after finishing the plastering of my storage tank, using steel nails for fixation, as you suggested, is not very practical. Still, thanks for your interest

Will peeling occur? I haven’t encountered that.
Apply a layer of asphalt concrete directly and roll it to make it smooth. Just like building roads.
PS: The foundation of large oil tanks is compacted with asphalt concrete.
