Why does backflow occur due to the sweeping residue oil?

During an emergency shutdown, the coke tower crew must close the steam seal on the four-way valve to prevent backflow of sludge oil from the line cleaning process. Why?
Is it because the steam contains water, and the temperature of the residue oil is too high, which causes instantaneous vaporization and an increase in pressure that then backflows into the steam line?
Adding a one-way valve will solve it! ~
