How to fix a leak in the primary air duct?

The leakage issue in the primary air duct of my medium-pressure coal-fired boiler is caused by wear and connections at the expansion joints; despite several attempts, it has not been completely resolved. I’m wondering if anyone has any good solutions.

The main difficulty lies in the flange connection part of the expansion joint, as the compensators used in my factory are articulated types, and the sealing material is packing; leaks occur every time the equipment is put into operation, which is really annoying.
