When submitting a paper, which journals should be chosen?

I would like to ask the experts: When publishing papers, which journals do you submit to? Please, brothers, provide some submission addresses. Used for evaluating professional titles in papers.
What professional title is being applied for? For the intermediate level, it’s sufficient to publish in journals at the provincial level or below; for the senior level, publications in **-level journals are required (journals with domestic or international publication numbers will do).
Now everyone has to pay; engineers no longer need to publish papers anymore :)
It’s all about overpriced evaluations; the government really seems to be out to make money from this. To get a professional title, one needs to pass tests in professional English (200 yuan) and in computer skills (300 yuan). I need to write a paper, but I don’t know where to publish it; I keep searching everywhere. Damn.
Many magazines are still in need of papers; as long as you write a good paper and submit it to the relevant journals, you just have to wait for the outcome.
I am from Jiangsu. Next year I will be applying for the title of senior engineer, and we need to publish at least two papers as first authors in journals with ISSN numbers
Papers are something that one has to write; most of them require payment to be published, and it’s rare to find ones that can be published without cost.
