Are there plates for 20 steel?

We ordered several pieces of equipment whose material was changed from 20 steel to 16MnR. I asked them why they wanted to change, and they said 20 didn't have plates, only pipes. I checked the Internet and found 20 boards. Who is right?

Generally, 16MnR is used for carbon steel equipment processing, and 20# is rare.

No? Why do I think the carbon steel equipment I encountered uses 20# carbon steel?
There should be one. The 20# rolled tube is made of sheet metal.
