Drain the cooling water pipes of the final cooler?

What causes water to spray out from time to time when releasing the cooling water pipes of the final cooler? Is it because the pump at the water station is drawing in air, or because the pump pressure is unstable, or is there scaling on the pipes of the final cooler? I’m seeking advice.
Some of the cooling water pipes of the reducers are equipped with venting systems, and this issue exists; I sought advice on it.
What was said on the 2nd floor seems to make some sense. Is there a design flaw?
In general design, there is a so-called vent at the highest point of the water supply pipeline, which is used for exhaust. The height of this drain is determined based on the water pressure requirements, and under normal conditions, no water will leak out. However, if the valve on the return pipe is not opened enough, or there is a blockage (in short, poor flow of return water) that causes pressure buildup, water will spill out. The inlet valve can be appropriately reduced, and then the cause should be identified and addressed.
