The buffer tank should be put into use before the plant starts operating. When starting up the desulfurization tower, it depends on the hydrogen sulfide concentration in the circulating hydrogen and the amount of hydrogen supplied as a supplement. If there is sufficient hydrogen supply, the hydrogen concentration can be adjusted using vent gas, but this is rather wasteful.
