In the early stages of a leak in the ion membrane, the cell voltage decreases due to the reduced voltage drop across the ion membrane; When the leakage lasts for a long time or occurs in large quantities, it corrodes the electrode coating, thereby increasing the anode overvoltage as well as the chlorine evolution potential.
I agree with the opinion above; since the premise mentioned by the original poster is that the membrane has already leaked, the cell voltage, which directly reflects changes in performance, is one of the relevant indicators.
