Standards for specialty-grade bolts

Due to the requirements of the selection process, special-grade bolts are needed. The standard specified is HG/20613 for fully threaded bolts. Can it be understood that for special-grade bolts, only fully threaded bolts can be used, and hex head bolts or equal-length double-head bolts cannot be employed? Also, the applicable standard should be HG/20613 alone. I hope experienced friends can help answer this question

For fully threaded bolts, the standard number HG/T 20613 is sufficient

If a specific standard is required to be followed in the document, then that standard must be obeyed; otherwise, generally, bolts are selected based on pressure and temperature considerations, in order to meet the required performance levels and load-bearing capacity of the bolts.
