This question should not be difficult to calculate. 1. The efficiency of general hydraulic turbines is more than 85% conservatively, and the normal range is 90~95%. 2. The pressure head loss of your water is 3.8-0.6=3.2MPa, (if the efficiency of the hydraulic turbine is 90%) you multiply it by 90%, which is the output power of the pump. It is known that the water outlet pressure head is 1.0MPa, and it is very simple to calculate the size of the pump.

I would like to add that using Bernoulli's equation and taking the front and rear of the turbine as a reference point, the flow rate of the water remains unchanged at these two points, that is, the kinetic energy of the water remains unchanged. If we ignore the head difference and mechanical resistance (these two points are very small, since the mechanical efficiency of the turbine and the efficiency of the pump are estimated later, they can be ignored), then the part of the water energy converted into mechanical energy is the static pressure energy difference, which is relatively simple.
