The current form of safe production is very tense. What are your thoughts and understanding of the safety plan and the drill of the plan?
Be prepared for danger in times of peace, as you should, don't be in a hurry if it really happens.
Safety plans should be part of operating procedures! When we organize and write operating procedures, we should write them into the operating procedures based on the types of failures and accidents that may occur in the process equipment provided by the design unit, as well as the emergency plans and measures taken for various failures and accidents. Carrying out in-depth safety plan drills is an effective means to improve the ability of cadres to deal with public emergencies. It is an effective platform to train employees to improve safety production skills, effectively avoid risks, and minimize accident injuries. However, in order to give full play to the role of safety plans, the "three characteristics" of plan drills must be highlighted. First, we must highlight the comprehensiveness of the plan drill. Carrying out safety plan drills is not a matter for one unit, one department or a few people. Safety plan drills should be a common thing for all employees, cadres and employees of the enterprise. Drill activities must be carried out with comprehensive coverage, from agencies to grassroots, from workshops to teams, and from cadres to workers. In the extensive drill activities, the obligations and responsibilities that each should perform in the event of an unexpected safety production incident must be clarified. We must resolutely avoid the one-sided phenomenon of only training workers but not cadres, only training grassroots units but not institutions, and only training production sites but not offices. Second, we must highlight the standardization of plan drills. Safety plan drills must be planned and prepared, and drills must be conducted for different production seasons, different positions, and different production and working environments. Various plans that have been formulated must be drilled step by step in a planned manner, so that they are well organized and implemented according to the outline. It is necessary to prevent the phenomenon of "simplification, shouting, and going through the motions" and the practice of practicing a few subjects for a long time and "replacing" the surface with points. Third, we must highlight the continuity of plan drills. Safety plan drills are not a phased task, and it is impossible to solve problems by relying on one or two drills. Only when safety plan drills are carried out continuously and uninterruptedly along with the entire process of enterprise production and operation, and with the emphasis on safety production, can we train cadres and employees to master the skills of responding to emergencies, develop the psychological quality of being fearless and able to cope with dangers, and thus create a harmonious and stable production environment.
1. Emergency plans must be operable: This is a very critical item and must be written by comrades with practical experience. It is best to have experience in system start and stop command and be able to clarify the responsibilities and authorities in the event of an accident. 2. Emergency plans should be as detailed as possible: This is a very important point. All possible situations must be considered as much as possible, and measures must be thoughtful and meticulous. 3. Emergency plans must be well trained: After the preparation is completed, employees in each position, especially those positions identified as major hazard sources, must fully understand and master it and conduct regular assessments. ; 4. Emergency plans should be drilled and evaluated regularly: enhance the practicality, and revise the plan according to the drill situation.
