Regarding the selection of jacketed tubes

I encountered a double-pipe structure in a project, with the inner pipe made of stainless steel and the outer pipe made of carbon steel. What standards should I use to determine the appropriate specifications? How is the wall thickness determined? Those who have done this before, please help. Thank you.
Additional note: After calculating the inner tube, the larger of the two values should be taken. CEASAR is unable to calculate scenarios involving external pressure; if it is necessary to analyze whether the wall thickness of the inner tube is sufficient to withstand external pressure, PVELITE can be used for this purpose.
