Thank you, friends! This is a project undertaken by a Spanish chemical company for BASF on a nitric acid project (including E, P, EM, SU). (EPC is something I included for comparison.) It seems that “design, procurement, equipment maintenance, and operation” is correct! Thank you!
Could you also post the sentence for discussion? In engineering terminology, EM can also mean Executive Management – executive oversight; Engineering Manual – a manual related to engineering, etc. Without context, it’s really difficult to determine its exact meaning

Is the word ESPINDESR a typo?
That’s correct; “ESPINDESR” is a subsidiary of the Spanish company TR, which is a chemical company
Based on the additional information provided by the poster, I think this should be part of the work involved in project implementation; therefore, EM likely stands for Engineering Management.
