I think it should be the design temperature, because when selecting a point based on the design temperature, this temperature is chosen taking into account the most severe operating conditions of the equipment. Especially when there is a large difference between the design temperature and the operating temperature, it’s possible that such high temperatures may occur under certain operating conditions. Of course, each case needs to be analyzed individually; it’s also possible that there was an error in the design. If chosen according to the design specifications, there should be no problem.
For insulation and painting, the highest operating temperature under various conditions (i.e., the operating temperature specified on the drawings) is sufficient; there is no need to make things more complicated by using the design temperature. The design temperature is generally about 25 degrees higher than the maximum operating temperature; applying paint based on the design temperature is an overreaction. It should be “maximum operating temperature”.
Either the design temperature or the maximum operating temperature can be used, as both meet the requirements of the operating conditions. If the temperature is high enough to exceed the limits of the paint, it is necessary to consider using heat-resistant inorganic silicone anti-corrosion paint or inorganic zinc-rich paint instead.
