I’ve now found the cause: there was an issue with the conversion factor for electrical energy; it should be 1 KWh = 3600 KJ, rather than 11840 KJ/KWh. Using this correct conversion factor, the overall energy consumption comes out to 220 kilograms of standard coal, which fully meets the requirements of the **policy.
