Let’s discuss what the relationship is between design institutes and safety assessment agencies. Some say that the safety assessment agencies are under the leadership of the design institutes, while others believe they are on an equal footing with the design institutes. What do you all think?
Some design institutes also possess qualifications for safety assessment. I really don’t understand whether such assessments can ensure proper quality control. The State Administration of Work Safety should consider revising the regulations to prevent such situations from occurring
There is no real relationship between design institutes and safety assessment agencies; both are of corporate nature (some design institutes are even state-owned), so there is no such thing as one entity leading another. From the initiation of a project to its final acceptance and commissioning for production and use, during this process the safety assessment agency and the design firm each carry out their own tasks, with no business interactions between them. The feasibility study report prepared by the design unit is used as a reference for the preliminary evaluation; the preliminary evaluation report serves as a basis for the design of the safety section, while the safety section itself forms the basis for the safety acceptance process. Everyone does different things at different times.
