Tower alignment

How should the shaped skirt base in the plant be aligned with the tower body to ensure straightness and concentricity? Is horizontal alignment or vertical alignment better? If vertical alignment is used, the height of the plant is a constraint. Our company is small and we are just starting out with no experience; please offer us some guidance.
Generally, it is still done by mating in a horizontal position, and self-made standard templates can be used. :lol

I think the skirt tube section should first be aligned with the lower head to form a assembly, and then that assembly should be aligned with the cylinder body. Doing this makes it a bit easier to control both concentricity and straightness.
