Where is the coal in this coal consumption indicator used?

An article pointed out that in the chlor-alkali industry, "8 tons of coal and 1.5 tons of salt produce 1 ton of PVC and 0.9 tons of caustic soda." Please tell me, does this coal include all or part of the coal for steam production, power generation, and calcium carbide production? Or does it have other uses? The use of coal as a measure is not the actual amount of coal used, but a measure of energy consumption.
The energy consumed should be converted into standard coal, which is based on calorific value. All consumed public works and raw materials are converted into energy indicators.
