Separation tank with sticky oil

Before the rich gas from our coking unit is released into the flare system, there is a separation tank. Typically, such a tank contains only water and light oil, but recently, sticky oil from the vent tower has often ended up in this tank. What could be the reason for this?
Could it be that the level control of the liquid level in the gas-liquid separation tank at the top of the cooling tower has failed, resulting in an excessively high level of contaminated oil that has made its way into the separation tank? It’s worth checking; however, this may not be the case as each company has its own process flow. This is provided for reference only.
