For pipeline purging, in addition to removing the orifice plates and isolation pressure reducing valves from the steam pipes, do other instruments not need to be removed as well?

The installation company I contacted said that aside from removing the orifice plates on the steam pipes and the isolation pressure regulators, there’s no need to remove the instruments on the other types of pipes; they said it has little impact, and that’s generally how it’s done, leaving the pipes relatively clean
The online instrument needs to be removed, purged, and then reinstalled
It is also acceptable to close the shut-off valve; other instruments need to be removed, purged, and then reinstalled.
