Are vegetable oil residues and soap scum considered hazardous waste?

The Environmental Protection Agency requires us to fill out forms and obtain permits as well. I searched the list of hazardous waste for a long time but couldn’t find any category that applied. I would appreciate some guidance from colleagues in this field; thank you very much
Of course it belongs to that category; soap scum contains solvents. Moreover, why should these substances be treated as waste? Their prices are quite high at the moment.
It’s not about processing; a hazardous waste transfer permit is required in order to sell it
There are no wastes, only resources in the wrong place.
