Some approvals or permits required before construction

I would like to ask the experts here: for construction projects in the light industry, what approvals are required before construction begins or before the project goes into operation? I mean that it is only after obtaining these approvals that the owner can start construction. I’ve heard that there are quite a number of permits needed, but I wonder if anyone has summarized them?
Why isn’t anyone responding? Is the question too vague?
The general procedures for construction and approval before commissioning seem to be as follows: first, a project proposal is submitted, followed by feasibility studies, preliminary design, and detailed design. After that, an application for commencement of work is filed, along with a request for a construction permit. Once construction is completed, pre-acceptance and final acceptance checks are carried out; a final acceptance report must be submitted, and the project can only be put into operation after it has been approved by the quality inspection agency and relevant authorities. This is roughly the procedure, but it may not be entirely accurate – please correct me if I’m wrong.
