Reasons for insufficient insulation

It’s getting cold, and the pump sets that we don’t use often experience insufficient insulation when power is supplied at the pressure reduction station, which results in an inability to supply power and thus delays our normal production. Could someone tell me what causes this? Are there any measures that can be taken to prevent it? With electricity resources being in short supply, could this lead to unnecessary waste?
We conduct insulation tests at the start of each shift; if the results are unsatisfactory, drying is carried out promptly. Of course, the insulation of the distribution room and the air circulation system in the factory building also need to be taken into consideration
