What can be done to solve this problem?
Use a bypass line for the water tower to drain the water stored inside it; if possible, fill it with nitrogen as a protective measure. Generally, no problems will arise after such treatment

Hehe, comrades, our company is also experiencing this phenomenon now, in Lianyungang. The current practice is to stop the fan when freezing occurs. However, the air-cooled towers are connected in parallel, and there are no isolation valves; therefore they can only be left fully open, and intermittent operation is not possible.
My personal approach is as follows: 1. Do not turn on the fan. 2. Run fewer cooling water pumps (originally 3 were in use, now 2). 3. Since cooling towers are usually operated in parallel, I close the valves on half of the water pipes connected to the cooling towers. 4. If neither of the conditions 2 nor 3 is met, there is still a solution: by adding an inverter, the speed of the cooling water pump motor can be controlled based on the measured water temperature, which can also help save on electricity costs. Win-win outcomes in terms of economic and social benefits.
