Beijing Implements Online Monitoring of Electricity Use for 50 “Power Hungry” Enterprises, Xinhua News Agency, Li Shu, 2008-01-18. The online monitoring platform for electricity use in key energy-consuming enterprises in Beijing was put into operation on the 17th; starting from that date, electricity use by the 50 “power hungry” enterprises in the capital that consume more than 20,000 tons of standard coal in terms of energy consumption is now being monitored online. According to Feng Hai, deputy director of the Beijing Industrial Promotion Bureau, at the beginning of 2007 the bureau entrusted the Beijing Energy Conservation and Environmental Protection Center with carrying out work on upgrading the electricity metering systems and developing an online monitoring platform for electricity consumption in 50 key industrial enterprises in the capital that consume more than 20,000 tons of standard coal per year in terms of total energy consumption; the investment for this project was 6 million yuan. By November 28, the construction of the online monitoring platform had been completed. The 50 enterprises fell into 4 major categories based on their industry sector: 2 in the electronics information industry, 6 in the automotive and transportation equipment industry, 4 in the urban industry, and 38 in the basic industries; thus, the basic industries accounted for more than three-quarters of them. The online electricity monitoring platform will provide eight main services, including real-time electricity monitoring, electricity consumption analysis, electricity quality analysis, comparative analysis, electricity usage alerts, report management, data querying, and system management. It also features functions such as the collection of electricity metering data, monitoring of the status of electrical equipment along with safety assessments, monitoring of power quality indicators, and remote maintenance. The aforementioned monitoring data can be classified and summarized by industry, region, sector, and energy consumption level. The monitoring system will provide a reference for **departments in formulating electricity usage plans, improve the supervision and assessment system for energy conservation and consumption reduction in different regions, industries, and key enterprises, and offer guidance on energy conservation efforts within these enterprises. At the same time, the system will also serve as a reference for formulating management measures and renovation plans for key energy-consuming equipment. It helps enterprises keep track of their energy consumption in real time, provides comparison indicators with other companies in the same industry, offers solutions for saving electricity, and gives suggestions on shifting electricity usage to off-peak times, thereby enabling cost savings. The reporter learned that in 2006, Beijing’s electricity consumption was approximately 52.581 billion kWh, of which industrial use accounted for about 40%. The 50 key energy-consuming enterprises selected this time had a total electricity consumption of around 9.183 billion kWh, accounting for over 40% of the city’s industrial electricity use. Li Ping, director of the Beijing Industrial Promotion Bureau, said that keeping track in real time of the energy consumption of 50 key energy-consuming enterprises will provide a scientific basis for implementing industrial energy planning, managing enterprise electricity use, and carrying out energy-saving upgrades. In the future, Beijing will also expand the scope of enterprises subject to online monitoring, focusing on implementing online monitoring for those with comprehensive energy consumption ranging from 10,000 to 20,000 tons of standard coal. It will also carry out upgrades to the online monitoring systems for enterprises with comprehensive energy consumption exceeding 5,000 tons of standard coal, with the goal of achieving online monitoring for 80% of the city’s industrial electricity consumption.
